Odd. I *know* that Milio's in Minneapolis and a small deli in St Louis Park both wrap their subs in paper and then put them in a PAPER bag. In fact at Milios, they hand you the sandwiches and there is a pile of PAPER bags sitting on the counter for you to bag it *if* you wish.
Guess everyone but Subway is breaking a state law.
